Cuba: Challenges of Economic Planning Highlighted

Havana, Oct 16 (Prensa Latina) Systematic steps are being taken in Cuba, to improve the planning of the national economy, a process widening its own reach to the non-state (private) sector, said Cuban official Ramon Sanchez Noda, director of Marxism for the National Education Ministry here today.

Interviewed by Prensa Latina during the celebration of the 1st International Economic Step and Development Congress in the Cuban capital, Sanchez Noda, a Doctor in Sciences, said that besides the fact of planning the work in the Socialist state companies, the use of instruments to develop the work of private sectors is an important challenge.

Sanchez reminded that since the year 2010, a year in which the self-employment received a strong push in Cuba, the number of self-employed people considerably increased.

Now, there are more than 400,000 authorized self-employed workers in Cuba, but this requires analysis and control, since the right planning plays “a very important role.” 

Sanchez said planning has a whole mosaic of relations, much more evident than ever before, what he called “economic heterogeneity”, and now the economic planning has to take the process as a more rigorous challenge.

Sanchez Noda said they are working based on the economic guidelines approved in the 6th Congress of the Cuban Communist Party (PCC), with a new ingredient, which takes a greater meaning each time: the functioning of the national market in the current conditions.

He exemplified that starting from next year, a company will have the possibility to choose among several providers, but in his opinion, that does not mean there will be an increase of competitiveness.

“I believe socialism does not mean to increase competitiveness, but to increase the welfare of the people. That gives the possibility to choose products with a better quality. Besides, there will be the possibility to plan profits, to remain with them, inside the company or institution, for different tasks, being to increase production, improve the technology, estimulate the best workers or others,” he said.

In his opinion, there is a political will, led to foster and consolidate these challenges, for a “prosperous and sustainable socialism.” 

But there is the need to generate a change of mind in all levels of the society, for the projects to become a reality.

Called by the National Association of Economists and Accountants of Cuba, the first edition of the Congress is being developed at the Havana Convention Center with the participation of 800 specialists from 26 countries.
